Panda 3 focuses on giving developers better control over AI-powered workflows in Android Studio. The standout addition is support for custom Agent skills — reusable instruction sets stored inside your project that help the AI agent understand your codebase and internal standards without needing repeated prompts. You can trigger them manually with @ or let them run automatically. Skills live in a .skills folder with an SKILL.md file and optional scripts and assets.
The release also brings much more granular permission controls for Agent Mode. When the agent wants to read files, run shell commands or access the web, Panda 3 gives you detailed approval options so sensitive operations stay behind explicit sign-off while trusted actions run more smoothly. There's also an optional shell sandbox for developers who need stricter isolation on client or enterprise projects.
On top of that, Panda 3 adds support for Gemma 4 as a local AI coding model. Running it locally through Ollama or LM Studio keeps your code on your own machine and avoids ongoing API costs. Google recommends 8 GB RAM for the E2B model, 12 GB for E4B, and 24 GB for the 26B MoE variant.
A new Empty Car App Library App template also makes its debut, aimed at developers building apps for Android Auto and Android Automotive OS — cutting out a lot of boilerplate from initial project setup.
